Sheila M. St. Germain, Executive Director
Sheila has been with the Bond Bank since 1988. During this time she has worked closely with dozens of New Hampshire communities in the issuance of their bonds, bond anticipation notes and tax anticipation notes. Prior to this, she was employed by the New Hampshire Municipal Association and the Cities of Dover, Rochester and Somersworth. Sheila received her Bachelor of Science in Accounting from Bentley College, Waltham, Massachusetts.

Tammy J. St. Gelais, Program Administrator
Tammy has been with the Bond Bank since August 2000. She assists in the day to day operations of the Bond Bank. Prior to this, she was employed by the New Hampshire Municipal Association, American Bankers Life Insurance Company and Northeast Delta Dental assisting NH communities in these organizations for over 20 years. Tammy is the Training Committee Chairperson and the Membership Committee of the NH Government Finance Officers Association. Tammy received her Associates Degree in Accounting from Franklin Pierce University, Concord, New Hampshire.

Nancy Woods, Accountant (part-time)
Nancy joined our staff in 2007 after retiring from the Controller position at the City of Concord, NH where she spent 26 years. In 1995, she was responsible for obtaining the City’s first Certificate of Achievement in Financial Reporting from the GFOA and continued to receive another eleven awards. During those years, she also served one term as President of the NESGFOA, two terms as President of the NHGFOA, Chairperson of the GASB 34 Roundtable Discussion Group and many years as Training Committee Chairperson. Nancy is a graduate of New Hampshire College.

Matthew D. Boucher, Chairman, Board of Directors
Mr. Boucher, a resident of Bedford, New Hampshire is Vice President at Airmar Technology Corporation, responsible for production, purchasing and finance. For ten years prior, he was a Vice President in the Investment Management Division of Goldman Sachs where he specialized in credit analysis and trading of investment grade and high yield corporate bonds and credit derivatives. Mr. Boucher constructed portfolios and helped to manage over $50 billion of securities on behalf of mutual funds, pension funds, hedge funds, insurance companies, corporations, and governmental entities. Mr. Boucher holds a BSE in Civil Engineering and Operations Research from Princeton University.

Robert T. Levan, Vice Chairman, Board of Directors
Bob Levan is a resident of Loudon, NH. He has been a NH Certified Public Accountant since 1976. His thirty-four years of municipal government experience include twenty-three years as Finance Administrator at the Town of Merrimack, NH. Mr. Levan is currently the Finance Director of the Town of Bow, NH. He served for several years as a Trustee of the NH Municipal Association Health Insurance Trust and for several years as a member on the NH Government Finance Officers Association Training Committee.

Katherine E.L. Chambers, Treasurer, Board of Directors
Katherine E.L. Chambers, as resident of Milford, New Hampshire, is the Business Manager for SAU #40, Milford School District. Prior to this, she served as Business Manager for SAU#38, administering the Monadnock Regional School District, the Hinsdale School District and the Winchester School District. She served as Finance Director and finally Town Administrator for the Town of Milford over a period of fourteen years. She has served on numerous charitable and governmental boards and committees in addition to helping found a library in the Town of Inlet, New York. Ms. Chambers holds a BS in Economics from the Wharton School of the University of Pennsylvania.

Catherine A. Provencher, State Treasurer, Ex Officio
Catherine Provencher, a resident of Merrimack, New Hampshire, was elected State Treasurer on December 6, 2006. Ms. Provencher is a certified public accountant with over twenty years of New Hampshire public service, for the last ten of which she served as the Director of Audits for the Office of Legislative Budget Assistant. In 2006, she was awarded the Caroline Gross Fellowship for Persons Active in Public Service and attended Harvard’s Kennedy School of Government Program for Senior Executives in State and Local Government. Ms. Provencher received a Bachelor’s in Accountancy from Bentley College and a Masters in Business Administration from the Southern New Hampshire University.

Thomas Silvia, Board of Directors
Tom Silvia brings over two decades of institutional investment experience to the NHMBB. In 2009, Tom founded Fenix Partners, LLC to invest in distressed components of the capital markets. The majority of the fund was deployed in distressed residential mortgage-backed securities. Prior to starting Fenix Partners, Tom was Senior Vice President and Bond Group Leader with Fidelity Investments in which he oversaw the portfolio management, trading and research of over $200 billion. Tom performed other roles with Fidelity over 15 years including 7 years as a portfolio manger specializing in mortgage-backed securities. Tom began his investment career with trading and research positions at both Donaldson, Lufkin & Jenrette, and LF Rothschild. Currently, Tom was appointed by Governor John Lynch to serve on the Independent Investment Committee of New Hampshire Retirement System and chairs the Executive Board for the University of Rhode Island Foundation.

The Bond Bank receives professional support from our financial advisors at First Southwest Company (Boston), bond counsel at Edwards Angell Palmer & Dodge (Boston), auditors at Baker, Newman & Noyes (Portland, ME), and corporate trustee at People’s United Bank (Burlington, VT). The Bond Bank is managed by a five-member Board of Directors appointed by the Governor and Council, including the State Treasurer, and there is a full-time staff of two and a part-time accountant.
